COM:POSTER are non-permanent display, it cannot take advantage of FOP and permission from the copyright holder is required.

Proper COM:FOP Israel; The file in question (and many more similars), have been appearing in a permanent exhibition for months, in Kikar HaHatufim ("Kidnapped Square" aka Category:Hostages Square).
So, there is no justification for deletion. This posters together with the posters of other abductees has been hanging since October 2023 after the abduction, on nany fences in Israel.. VRTS Ticket:2023122710003649 contains permission regarding to the text and the design of the posters of w:en:Kidnapped from Israel. So first, its a general  Keep for me per this example.
